Start with capture quality
Can you read the relevant fields? Is the image cropped, heavily compressed, obscured by glare or otherwise incomplete? Record those conditions first. A missing detail may reflect the capture rather than the document.
Check the claim and context
- Identify the document type, claimed issuer and edition if known.
- State the decision this evidence is intended to support.
- Check that you are using the appropriate authorized review process.
- Avoid accepting a lookalike template as a reference.
Review consistency without overclaiming
Compare the visible fields with the rules your process actually defines. Dates, required fields and transcription checks can expose inconsistencies. They cannot establish whether the source was issued by the stated authority. If you cannot inspect a feature from the copy, mark it unassessed.
Choose a bounded outcome

Record the minimum information needed to make the handoff useful. Do not paste an entire identity record into a shared ticket if a field description will answer the review question.
